The simplest way to give a complete description of Garcia’s way to begin a note goes like this:

Fill the lungs with air. Close the vocal chords to block the escape of the air just inhaled. Imagine the pitch and the volume to be phonated. Create the pressure under the vocal chords necessary for the pitch and volume being imagined. Release the vocal chords so that they begin to vibrate exactly on the pitch imagined at exactly the volume imagined. The vowel to be formed is irrelevant.
